Stakeholders

This ITS Architecture resulted from the consensus input of a diverse set of stakeholders, encompassing traffic, transit, public safety, and many other operating agencies at local, state, and national levels. It includes both public and private sectors and spans the organizations that manage, support, or are impacted by the surface transportation system, with particular focus on agencies that operate transportation systems in the region.

CAMPOCAMPO is the Carson Area Metropolitan Planning Organization and is responsible for transportation planning in Carson City, northern Douglas County, and western Lyon County.
Carson CityCarson City is located south of the City of Reno and City of Sparks and the boundaries extend west to Lake Tahoe.
Commercial Vehicle OperatorsCommercial vehicle operations includes the freight operations and vehicles that receive traveler information via a variety of methods.
Department of Public SafetyThe Department of Public Safety (DPS) operates the Northern East, Northern West, and Southern Command Centers for providing Highway Patrol services throughout the state of Nevada. DPS is involved in each of the three Traffic Incident Management (TIM) Coalitions in the state; northern urban, southern urban, and statewide. TIM efforts have helped to facilitate more coordinated response and quicker clearance/restoring of travel lanes throughout the state. TIM efforts are planned to be continued in the state between transportation agencies, law enforcement agencies, and various services to respond to incidents (such as towing) on the state, county, and local levels.
Federal Motor Carrier Safety AdministrationThe FMCSA is a unit of the USDOT that develops and enforces regulations aimed at safer commercial truck and bus operations. It is the federal agency responsible for the SAFER (Safety and Fitness Electronic Record) system.
Financial InsititutionsFinancial institutions are banks that provide access to the local transportation agencies to allow for fare debits on credit cards or directly from bank accounts.
Local TV and Radio Stations – MediaThis stakeholder represents media outlets that may disseminate travel and traffic information to the general public. These outlets generally provide information "free" to the public at large. Though some outlets may provide a "premium" service at some cost to the consumer.
Local/County JurisdictionsIn the Statewide ITS Architecture, this stakeholder represents the smaller local rural cities/towns/counties which are smaller in their ITS programs than the larger metropolitan areas. These local/county rural jurisdictions may include Nevada County, El Dorado County, Lyon County, Elko County, City of Elko, City of Wells, City of Fallon, City of Ely, City of Tonopah, and others that have interfaces and stake in the ITS program in Nevada as well as potential interfaces and stake in the ITS programs in the two urbanized areas of the state in the Reno/Sparks area and the Las Vegas area.
National Weather ServiceThe Northern Nevada region has many roadside weather data collection sites (Road Weather Information Systems (RWIS) elements) that collect weather conditions for the purposes of reporting driving conditions to the general public. The information is also used by public safety and transportation management and maintenance agencies to support roadway restriction and closure decisions during times of inclement weather.
NDEMNevada Division of Emergency Management is a division of the Department of Public Safety, assists local and tribal authorities in emergency response, and staffs the State Emergency Operations Center (SEOC) during disasters and emergencies.
Nevada Broadcasters AssociationThis Stakeholder represents a partnership of three radio stations that handle dissemination of Amber Alerts on behalf of the State. Local law enforcement makes the decision to issue an Amber Alert. The law enforcement agency then contacts the radio stations that then alert the public. The law enforcement agency declaring the Amber Alert also calls the traffic management centers to post the Amber Alert on roadside Dynamic Message Signs (DMS).
Nevada DOT – District 1NDOT District 1 is the southernmost region of NV, where FAST is located in the Las Vegas area. This element is represented in the regional architecture as an interconnect with the southernmost part of the state and as "other TM", "Other Archive" and other ISP.
Nevada DOT – District 2NDOT District 2 is the northwest region of NV, where Washoe County (Reno and Sparks) and Carson City are located. This element operates the Northern Nevada Road Operations Center (NNROC).
Nevada DOT – District 3NDOT District 3 is the northeast region of NV, where Elko and Ely are located. This stakeholder plans, operates, manages, monitors and maintains everything associated with the region's roadway management system.
Nevada DOT – HeadquartersNDOT Headquarters is located in Carson City, within District 2. HQ maintains a statewide vehicle accident database archive and manages the 511 program. HQ also provides policy direction and technical support to all of the Districts in the state of Nevada.

Other StatesEmergency or traffic management agencies in other states. Adjacent states include: Oregon, Idaho, California, Utah, Arizona. NDOT TMC connections to neighboring states are detailed in the regional ITS architectures. Neighboring states are included in the statewide ITS architecture as a reference point for functions that include information with these neighboring state DOT traffic and emergency operations centers.
Private HAZMAT Services ProviderThis stakeholder represents the private companies providing HAZMAT Services to the NDOT District offices or Road Operation Centers through contracts.
Private Information Service ProvidersThis stakeholder represents third party data aggregator that provide traveler information and other services (such as Traffic.com, Google, Inrix, etc.).
Rail OperatorsThere are numerous rail agencies that service the Reno area and are included in this terminator (Union Pacific, Amtrak, BNSF, etc.). An actual calculation of rail traffic along the I–80 corridor of the region shows that it would take 16,000 trucks a day to replace the through rail traffic.
RTC of Southern NevadaThe RTC of Southern Nevada is the federally designated Metropolitan Planning Agency (MPO) for Clark County. FAST TMC budget and management fall under this agency. Freeway and Arterial Management System for the Las Vegas region. RTC FAST manages hundreds of signals on arterial and a freeway management system.
RTC Washoe CountyThe Regional Transportation Commission (RTC) of Washoe County is the federally designated Metropolitan Planning Organization (MPO) for the Washoe County / Reno / Sparks Metropolitan area. RTC Washoe County is also the primary transit operator for the Washoe County area, providing fixed route service and paratransit service, as well as some inter county and interregional services.
TravelersGeneral Public represents any person or entity that travels in the rural portions of Nevada and may utilize travel information (including transit) or emergency services that may interconnect with ITS elements in the region.
University of Nevada at Las VegasUNLV, through the Transportation Research Center (TRC), will receive and archive ITS and other travel and transportation data and information from the FAST system / TMC and potentially other sources. TRC will use the data for research projects and other academic pursuits.
University of Nevada at RenoUNR has one of the nations only real time seismic information areas as part of the University.
US Forest ServiceNDOT and US Forest Service communicate to inform the public of safety precautions.
